Usually yes, and keeping the sink where it is saves both money and disruption. Moving a sink means new drainage falls, which in an apartment can be limited by the existing stack. We check that at the survey visit before promising a new layout.
If the carcass is sound and the layout still works, new shutters, hardware and a countertop transform a kitchen for a fraction of a rebuild. If the carcass is swollen at the base or the layout is the problem, refacing postpones the real cost rather than avoiding it.
For phased work, usually yes, with one usable bedroom and a temporary cooking arrangement. Ceiling and painting stages are dusty enough that most families prefer to be away for those days.
